President’s Message
Good Afternoon Everyone. It is so nice to see everybody here during the Opening and Blessing Ceremonies.
Rev. Fr. Peter Monteron, Honored City and Barangay Officials, Department of Health Officials, whose continued support for Community Health Initiative has strengthened our ability to reach those in need.
Today, I am honored to represent the officers and members of Bisaya Medical Association whose dedication, generosity and volunteerism have transformed our vision and dream into a BMA LEGACY HEALTH CLINIC here, in Virgen De Los Remedios Parish.
We are very lucky to partner with the Parish Caritas whose humanitarian Program called “Buhat sa Kalu-oy” (“Acts of Mercy”), aligns very well with our Medical Humanitarian work. Both of us are just expanding our Humanitarian reach.
It is the BMA’s belief that quality healthcare should never be beyond the reach of those who need the most.
Through this clinic, we will provide FREE Medical Consultations – 3 days a week – with FREE medicines to patients, if available. This project stands as a testament, that we can accomplish so much when Faith-based communities, civic leaders, healthcare professionals and volunteers, work together for the common purpose of charity, solidarity and love for our fellow human beings.
On behalf of the Bisaya Medical Association, I would like to extend our heartfelt gratitude to everyone who has helped with this endeavor. Your support has created a legacy that will touch countless lives in need.
I would like to acknowledge our partners in this project:
– Rev. Fr. Peter Monteron, for warmly welcoming BMA LEGACY HEALTH CLINIC into the Remedios Parish;
– Honorable Dr. Michelle Abella Cellona, RP, DM, whose invaluable assistance helped us establish this clinic in the Parish;
– Engr. & Atty. Julius Anora, for his generous legal expertise and counsel in preparing the Memorandum of Agreement (MOA);
– Our main partners, the Parish Caritas Group of Remedios Parish;
– Mr. Camelo Sacedon, Chairman and Ms. Janet Entese, Program Implementer – for their tireless work.
I would also like to recognize our volunteers from Talamban BMA Clinic, who faithfully came and followed us here in Virgen De Los Remedios Parish as volunteers:
– Mrs. Mae Villamero – Volunteer, BMA Clinic Supervisor;
– Engr. Mar Villamero – Project Engineer;
– Ms. Sussanah Jayme, Recording Secretary in Cebu and BMA USA via Zoom;
– Our beloved Talamban Barangay Admin and Inspector, Mr. Arnold Ybañez, for giving us guidance and counsel during those challenging times in our early days in Cebu;
– We would also like to extend our warmest welcome to Dr. Allan Librando, former Dean of MHAM, and also our Staff Doctors. Dr. Librando will do Minor Surgery for free once month;
– To Atty. & Dr. Sarah Cabahug Oriole of Pharm and Public Health, for giving me guidance on Philippine Laws and Regulations.
Special thanks to over 100 Benefactors and Donors who funded this clinic. I would like to mention a few:
– MAP INTERNATIONAL USA for helping us secure 99% of our Medicines and Surgical Supplies;
– Jimmy Paulle – for taking care of International Transport of these Medicines and Supplies from USA to Cebu;
Last but not least, I would like to recognize the VIPs of BMA Legacy Health Clinic. Without them, we won’t even be here today:
– Dr. Halbert Capuy – FOUNDER and CEO of BMA Legacy Health Clinic;
– Dr. Livia Mallari Capuy – Chief Medical Officer (CMO);
– Dr. Lagrimas Sadorra – Chief Financial Officer (CFO);
– Dr. Ben Fajardo – Chairman of the Board – and to the other 12 Board of Trustees who voted unanimously for this project;
As you can see, it takes a Village to create and sustain this humble Clinic. In the spirit of charity and service, I, as President of BMA, will faithfully serve with all of you.
In another note, the year 2026 is a very special year for all BMA Officers, members and volunteers. It is the 250th Birthday of United States of America on July 4th. We are all indebted to USA for our Post Graduate Education, Training, Internship, Residency and later becoming USA Citizens, providing us with good opportunities and jobs. With this, we are able to share with you now our own resources in the form of Medical Missions and this BMA LEGACY HEALTH CLINIC.

Message from the BMA Legacy Health CEO
Good afternoon,
When we first started this project, we had a simple dream: to ensure that no one in our underprivileged community had to worry about their healthcare needs. I see this struggle every day, every time I come to visit this beloved country of ours.
Hello everyone, my name is Dr. Halbert Capuy, the CEO of the BMA Legacy Health Clinic, and it is my greatest honor to address this wonderful assembly today, together with our BMA President, Dr. Grace Bautista, and BMA Secretary, Dr. Lagrimas Sadorra, as we gather to celebrate a momentous occasion – the blessing and opening of the BMA Legacy Health Clinic. This clinic embodies our shared commitment to health, wellness, and community support, and today marks the beginning of a beautiful journey toward better health for those in need.
I would like to take a moment to express my heartfelt gratitude to Fr. Peter Monteron, the parish priest of Virgen de los Remedios. Fr. Peter, your unyielding support and guidance have been instrumental in bringing this vision to life. Thank you for being a beacon of hope and a source of inspiration for all of us. Your faith and dedication have instilled confidence in our mission. We are deeply grateful for your blessing, prayers, and unwavering encouragement.
I would like to express my deepest gratitude to our energetic Hon. Doc Michelle Cellona for bringing us, the BMA, to Virgen de Los Remedios, and, of course, to our legal adviser and my good friend, Atty. Julito Añora, for his valuable assistance, and to the hardworking members and representatives of the BMA, Dr. Grace Bautista, Dr. Lagrimas Sadorra, and Mr. & Mrs. Mar and Mae Villamero, and the rest of the crew. Lastly, I want to acknowledge the full support of the Bisaya Medical Association leadership, including the Chairman of the Board of Trustees, Dr. Ben Fajardo, and the Chief Medical Officer, Dr. Livia Capuy. Thank you for everything!
I would also like to express my heartfelt appreciation to the hardworking members of the Virgen de Los Remedios Parish Caritas; together, you have shown what it means to unite for a common purpose. Your tireless efforts and heartfelt contributions have made this dream a reality. It is through your compassion and commitment that we can provide essential health services to the underprivileged members of our community.
Today, as we open our doors, we do so with compassion and hope. The BMA Legacy Health Clinic aims to be a safe haven for those in need, providing not just medical care but also a sense of community, understanding, and support. Together, we are not just treating ailments, but also building relationships and fostering a sense of belonging. I invite each of you to join us in this journey, as we grow, learn, and serve together.
At the BMA Legacy Health Clinic, our patients are welcomed with compassion and dignity, not as customers but as friends who deserve to be heard and valued.

With grateful hearts, we celebrate the opening and blessing of the Free BMA Legacy Health Clinic in Labangon, Cebu — dedicated to serving the unmet healthcare needs of our community.
We extend our sincere thanks to Virgin de los Remedios Parish, Caritas of Cebu, and all our partners for their invaluable collaboration. Deep appreciation goes to all BMA members and leadership whose commitment and swift action made this mission possible in such a short time.
May this clinic stand as a living testament to our shared purpose – continuing to serve, to heal, and to face the challenges of providing accessible healthcare for all.

Message from the BMA Executive Director
We applaud the new BMA leadership’s dedicated efforts to reinvigorate the organization. I want to extend a heartfelt welcome to the new BMA Allied Medical Professionals members. Despite the formidable challenges presented by the COVID-19 pandemic, our resilience shone through as we successfully conducted an impactful medical mission in Cagayan de Oro in 2021, providing vital care to thousands of patients. This is a testament to the strength and dedication of our members. We are deeply grateful to Dr. Jaime Basnillo, the former BMA president; Dr. Halbert Capuy, the BMA medical mission chairman; and our gracious hosts, Drs. Ruben and Josephine Go of CDO Polymedic Plaza.
Our regular Zoom meetings kept us well-informed about current BMA news and upcoming plans for 2022 and 2023. We had the opportunity to meet in person in Tampa, Florida, last October 2023. With great sadness, we received the news of the passing of our president-elect, Dr. Juvenal Jabel, who had presented a unique project to aid our fellow citizens in Negros Oriental earlier that year.
For those new to the BMA, we continue to oversee our BMA GK Village, a community of 25 homes donated by the BMA to Talisay, Cebu, a project initiated over ten years ago.
Our organization is poised for ambitious new projects and is actively collaborating with local authorities on exciting developments under the leadership of our capable and energetic president, Dr. Livia Capuy.
As we look to the future, we eagerly anticipate many more years of fellowship and camaraderie within the BMA. Our excitement is palpable as we look forward to our annual convention in Atlanta, Georgia, on August 23-24, 2024, and the many more exciting events and collaborations.
